Dr. Zsolt György BALOGH - project manager and researcher

Dr. Balogh is working as a university lecturer since 1988, recently heading the Department for Information and Communications Technology Law of Faculty of Law, University of Pécs (UP). He gained experiences in information rights from 1995 to 2001 as advisor of the parliamentary commissioner for data protection and freedom of information. Dr. Balogh controls the PhD program for Information and Communication Technology Law of the Faculty of Law of UP.

Research fields: legal environment of information society; law of telecommunications; information policy of state; protection of personal data; freedom of information; legal protection of computer software; electronic commerce; digital signature; computer related crime; legal databases; legal expert systems.


Prof. Dr. Andreas WIEBE - coordinator

Prof. Dr. Wiebe studied law at the University of Hannover from 1981 to 1987 and at the University of Virginia (U.S.A.) where he received the LL.M. degree in 1988. Having received the doctoral degree in 1991 he worked as an assistant at the Institute of Legal Informatics at the University of Hannover. In 2001 his habilitation was accepted based on a work on “The electronic contract declaration”. From 2002 to 2009 he worked as a professor for information technology law and e-commerce law at the Vienna University of Economics and Business Administration ( Since May 2009 he is a professor of Intellectual Property and ICT Law at the University of Göttingen. Prof. Dr. Wiebe is Vice President of the German computer law association (Deutsche Gesellschaft für Recht und Informatik, DGRI e.V.) and on the scientific board of several IT and media law journals and author of several German and English legal articles and books.


Dr. Gergely László SZŐKE - academic coordinator and researcher

Dr. Gergely László SZŐKE graduated at the Law Faculty of University of Pécs in 2004. Since then he has been working at the Department of ICT Law as a researcher. He participating in researches and teach in the field of e-commerce, online dispute resolution, copyright, media law, data protection and freedom of information. He is member of the editorial board of the Hungarian 'Infokommunikáció és Jog' ('Infocommunication and Law') journal.

From 2007 he is the data protection officer of the University of Pécs – he supervises and gives advice regarding the data protection and freedom of information issues of the University of Pécs. From 2010 he also works as a part-time data protection expert at the Office of the Hungarian Data Protection Commissioner. He helps the Data Protection Commissioner by researching legal background of Hungary and the EU member states.


Dr. Gábor POLYÁK - researcher

Gábor Polyák is assistant lecturer at the University of Pécs, Faculty of Law, Department for ICT Law. He graduated in law and media sciences at the University of Pécs. He made an LL.M. degree at the University of Vienna on ITC law. His PhD  was made at the University of Pécs. Ha also works as assistant lecturer at the E-business Research Center of Corvinus University, Budapest.

He is the chief editor of the Hungarian professional journal 'Infokommunikáció és Jog' ('Infocommunications and Law'). He is author of numerous publications and expert papers in media law, informatics law and telecommunications law. He works as advisor at authorities and firms in the ICT sector.



Dr. Balázs RÁTAI - researcher

Balázs Rátai has more than 10 yeas of experience in information and communications technology law and legal information management realted research and education. He is a pre-doctor at Eötvös Loránd University, Faculty of Law Department of Legal Philosophy. Member of the Research Center for Information and Communications Technology Law of the University of Pécs and the editorial board of the Hungarian 'Infokommunikáció és Jog' ('Infocommunications and Law') journal.

He is regularly teaching at various universities and participating in EU FP7 reseach projects. Between 2000 and 2004 he was working at the National Communications Authority and was responsible for electronic signature and information security matters. He is founder and vice-president of the Hungarian Electronic Signature Alliance. Managing director of Carneades Consulting.


Dipl.-Jur. Falk HAGEDORN - reseacher

Mr. Hagedorn studied law at the University of Göttingen from 2005 to 2011 where he received the Dipl.-Jur. degree in 2010. As part of his studies he specialised in the field of Private and Public Media Law where he, inter alia, dealed intensively with data protection law. In 2010 he worked at a student’s research project concerning “Legal Problems of IT Outsourcing”.

After graduation Mr. Hagedorn entered Prof. Dr. Wiebe’s team as research assistant in order to support the PAW project process.




Zita CSÁSZÁR - financial coordinator

Zita Császár is assigned by the Dean she has coordinated national and international projects of the Faculty of Law since 2004.

Her main task is to help the work of the project-managers during the project implementation in administrative and financial matters, but she actively takes part in all stages of the projects. She monitors the call for proposals, informs academic staff about the possibilities, helps in proposal writing and submission. She keeps contact with Partners, the Financial Department and the Managing Authorities, also involved in organizing the project events and dissemination activities. She is responsible for the submission of Progress and Final Reports and documentation activity.

She has participated on several project-management courses to gain more knowledge and change best practice with colleagues on EU projects.


Emese KEMÉNY - assistant

Emese Kemény works as research assisstant at the Research Center for ICT Law since 2004 and also as administrator at the Criminal Departments of University of Pécs, Faculty of Law. Her main task is supporting the administartion procedures of the teaching and reasearching activities of the mentioned departments, including organizion tasks regarding teaching programs and administrative tasks concerning research projects. She aslo helps in collecting, systemizing and managing the different legal sources.
